Rusalka
The Rusalka are female Fey bound to a specific body of water much like a Dryad is bound to her tree. They share much in common though the Rusalka very much more in terms of personality being horribly cruel or tragically lonely. Their defining feature is the luring song that is potent and dangerous to all who hear it.
Careful Beguilers
Rusalkas do not seek for battle, only lovers or easy victims. When threatened, they invariably flee into the water, relying on their ability to hide and their familiarity with their waterways to avoid those who chase them there. When luring a victim to their doom with their song, a villainous Rusalka might force them to enter or cross a dangerous area, usually deep water or a swift current. They are very careful and keep moving, never letting a victim get within arm's reach.
Beautiful Fey Bound to Water
A Rusalka appears to be a beautiful woman, with pale white skin and hair that is an odd hue of green and gold, and has red lips. Despite their cold environs, they often wear little more than a gown or shawl of diaphanous cloth In a form of symbiosis, a Rusalka is mystically bonded to a specific body of water or waterway, ranging in size from a pond to a lake or a stream to a river. She can move to a distance of up to 300 yards away from the water's edge, but beyond this point she can no longer breathe. She has to hold her breath or immediately begin to drown in air, and can not breathe normally again until she re-immersed herself in her home water.
Flask of Far Travel: Much like a few Dryads, rare Rusalkas can create portable versions of their bonded bodies of water. If a Rusalka spellcaster cast this spell on a crystal flash will with water from her bonded body of water, she was considered to be in contact with her body of water at all times, regardless of the actual distance between them. Thus she became able to travel great distances without suffocating.
Malicious or Longing Isolation
Living lonely lives, Rusalka usually live singly, and with only one being able to dwell in a given body of water at a time. Trapped at their watery homes, Rusalkas are often terribly lonely. For company, they regularly use their beguiling songs to lure mortals, usually men, to their water to join them. Wicked Rusalkas, and even some who are simply uncaring, will cause their charmed victims to drown, while those of good heart will emerge to bestow water breathing on them, letting them join them underwater. In this way, Rusalkas and charmed or willing mortals develop relations, but these are fated to end in tears. Realizing her love could not be content in her watery world, Rusalka eventually breaks off the relationship. She frees the mortal from her charm, or withholds the water breathing power, forcing them to leave.

Traits
Beguiling Song
Your songs have a powerful effect on the target you choose. As an action you can start singing and choose a target within 300 ft of you (You can be above or below water while singing). The target must make a WIS saving throw DC 8 + your WIS modifier (Minimum 1) + your Proficiency Bonus and on a failed save are Charmed by you and on a successful save the target is Immune to your song for 24 hours, the target has advantage on this save if you have been fighting it. While Charmed this way the target must use its turn to move as directly as they can while avoiding dangerous obstacles towards you. The target can repeat the saving throw at the end of each of its turns, ending it on a successful save. You must use a bonus action on each of your turns to continue the song or the effect ends and while singing you cannot speak or cast spells with a Verbal component. Once the Charmed target is within 5 ft of you the target must attempt another WIS saving throw with the same DC and on a failed save the Charmed condition lasts for one hour with the target being friendly towards you. After the hour the target is aware that it was Charmed by you. You can use this feature once per long rest.
Watery Escape
You are almost impossible to subdue in water. While in water you are Immune to the Grappled or Restrained condition unless it is caused by a magical effect. Additionally you can take the Dodge and Dash actions as a bonus action while in water.
Fey Nature
You have advantage on saving throws against being Charmed and you are Immune to effects that would put you to sleep.
